This game was definitely high production value at the time. The game is a platformer, but even games like Final Fantasy XV, and Kingdom Hearts 3 seem to draw some level of inspiration from what they tried to accomplish with the limited 32 bits hardware on this Harry Potter.
It was also very popular, one of the top 5 for the system, and many people actually end up having it next to other popular titles like Final Fantasy VII, Gran Turismo 2, and Tekken 3.

Never played the first one, but I played Chamber of Secrets on the PC. Surprisingly good game.

Maybe the huge number of developers is because of all the different platforms? One for GBC, another for GBA, PS1 etc. Remember that the game could not just be ported between the platforms, as they are just too different, except in PS2, GC, XBOX and PC cases, and even then they would need an extra developer or two to do all those ports.
