A lot of people didn't like the mid 90s transition from pixel art to pre-rendered graphics. For me personally it looked cool. It needed more resolution, but that's just a limitation of the time.
I do prefer pixel are just like anyone else, but I have nothing against these 2D games with pre-rendered graphics.
Despise being a spin-off this game is still made with the quality of the golden era of Sonic games, and I would immediately buy it if they would bring it to current platforms.

I played it once and thought it was hard to get the controls, how to properly deal with the second character. Maybe I should give it another shot (by the way, Sega should add this game to their Sonic collections, this one is always forgotten).

Arguably the most elusive Sonic game, as it has (to my knowledge) never been ported or included in compilations. A real shame, since it was the last 2D Genesis-era console Sonic title, so it has importance for longtime fans of the series.
I don't know the official reason why it has never been ported, but my guess is the difficulty in emulating the 32X's weird architecture, the same problem with emulating the Saturn. But again, that's just my hypothesis.
I've heard it feels more gimmicky in regards to gameplay than the other 2D console Sonics, and suffers from a scarcity of enemies within the levels, the same problem I have with Sonic Adventure 2. Still, I hope that one day Sega will make it available digitally or, better yet, throw it in a compilation with other games that they have never rereleased in the West like Panzar Dragoon Saga, Nights Into Dreams, Astal, and Golden Axe The Revenge of Death Adder. That would be awesome.
