I finally was able to answer this question. I loaded all three Jet Moto games onto my PS1 Classic. They are all thrash. Then I loaded all 5 Cool Boarder games, and they are crap too. Seriously this is the perfect example of quantity vs. quality. In terms of looks the PS1 was a lot sharper, so the polygons look a lot more defined, which makes everything look truly awful. The N64 games were not as square looking as these. I feel the N64 was years ahead in handling curvy edges, and that gave it an edge in terms of graphics. Good thing for me, the software I'm using can make those PS1 games look better with an overlay, and it makes then run at 60 FPS which automatically fixes the awful look of the PS1 games. However what my software cannot do is to fix the awful handling in these games. 1080° and Wave Race handle so perfectly, with so much smoothness, it is a blast to play those games. These PS1 games feel like tanks, they are literally war tanks with athlete skins. They are truly terrible. I have no idea how these games were ever popular. I feel bad for those kids that had to like these games because they didn't know better. That said, the PS1 has a lot of fun and awesome games, so quantity does help at the end. I feel the PS1 shines more on the 2D games, Symphony Of The Night, X-Men Children Of The Atom, Marvel Super Heroes, Street Fighter Alpha, Darkstalkers, Mega Man X4, Mega Man X5, Metal Slug X, Marvel Vs. Capcom, etc.. 32 bits was perfect for that kind of gaming, but not enough for 3D. Having 64 bits for 3D does really makes a huge difference. Plus to give people a break, devs were still learning to do 3D, it wasn't until the PS2 that they really mastered the art.
