I was trying to figure out what IPs could help the Saturn get on par at least with the Nintendo 64, since the PS1 was unreachable as a CD/VCD player.
I don't think even Sonic The Hedgehog could have helped it, despite being the IP that propelled the Genesis to success, and was lacking in the Saturn, it wouldn't have helped much, neither Phantasy Star would have.
I know that because Sonic Adventure didn't saved the Dreamcast, and also Phantasy Star Online didn't save the Dreamcast either.
So maybe Activision and Tony Hawk? Tony Hawk was on the Dreamcast, and it didn't helped. On top of that the Saturn had a lot of great sports titles, so EA alone wasn't it either. In fact Sega already had fame for having good sports titles since the Genesis.
Another thing is that Final Fantasy VII is one of the most expensive games ever made, so you would think a big budget game was the solution too, but no, that's not the case either. Shenmue is also one of the most expensive games ever made, and it didn't save the Dreamcast.
The reason why the PS1 succeeded was because of Namco, Square Soft, Enix, Konami, Capcom, and Polyphony.
The Saturn had it tough because even Nintendo had Rare. You would need to have IPs that would rival Ocarina Of Time, and GoldenEye.
Then the PS1 had Tekken, Final Fantasy, Metal Gear Solid, Resident Evil, and their own stuff which was Gran Turismo. That's tough.
I guess Sega could have rivaled Namco, Virtua Fighter was already a competitor to Tekken, after all Virtua Fighter was the original.
Sega Rally and Daytona can easily defeat Ridge Racer.
After Burner can go against Ace Combat with some added budget.
Then Virtua Cop can take on Time Crisis.
But that's just one company.
In order to win they also need to take down Sony themselves, Square, Enix, Konami, and Capcom.
The Saturn needed survival horror games that would rival both Silent Hill and Resident Evil.
It also needed a sim racer in the scope of Gran Turismo, with a contemporary soundtrack.
On top of that they needed something that would fight against Metal Gear Solid too.
In terms of RPGs, even with Shining and Phantay Star together, Final Fantasy was not the only rival, they can add Panzer Dragoon Saga, but the PS1 definitely had numbers.
