I thought this was more of a fantasy film than a sci-fi one, fantasy with familiar, real world elements. It was like an anime made in the style of Euro-style silent film. Maybe because the whole setting wasn't all that fleshed out. The basic plot: rich kid gets to see how hte other half lives, inspired by this pretty lady, and aims to be their 'mediator'/messiah, who would fight for better conditions. Meanwhile, rich dad wants to crush the growing 'union' with a doppelganger made by a 'warlock' (notice the pentagrams), who has secret plans on toppling the city altogether, simply because he's a dick. It has themes of equality, modern decadence and herd think.
