Having come to the realization that Tubro and PC-Engine are the same consoles despite different regions and marketing, I have a question. Do the games from one work on the other one?

You'll have to either get a converter or do some hardware modding, the CDs are region free though. Most games will work on both consoles with the exception of the ones that require arcade cards, since there's no way to get those working for any of the Turbografx consoles released in America as far as I know.
