So I recently discovered that my game saves for Oblivion became corrupt somehow, and that one of the mods I was using had somehow become permanently embedded in the game data, which means I couldn't turn it off. What's worse, when I tried uninstalling then reinstalling the game in hopes that it would completely clear the hard drive of all its applications & saves, I discovered that even after reinstalling the game all the mods and game saves were still there, intact.
What the fuck is going on???
I have NEVER encountered such a problem before! Does anyone understand what is happening or has dealt with this issue before? I SO DESPERATELY want to wipe my hard drive clean of all things Oblivion related so I can properly play the game again, but it's out of my control for some reason! Is there a way I can manually delete the files?
What should I do?? Please help.

A lot of programs do that. Usually the reason why you want to reinstall is to change the initial settings to default. But somehow when you reinstall somehow the settings you want to change remain the same. When that happened to me I even tried to delete the folders in program files and reinstall afterwards, but still nothing. Then I discovered that often times the software itself usually allows you change the settings afterwards without having to reinstall it. These options are usually just not apparent and you have to look for them within the software interface. Maybe the game itself has some options that would let you start from scratch without reinstalling the game. I'm sure there may be better solutions, but that is the way I solved these kind of issues in the past with non-gaming software.

Uninstalling a game almost never erases your save files or mods. It's like taking the disc out of your console: the disc is out, but the patches and saves will still be there.
What you want to do is erase the problematic save file and the mod (or delete just the mod first to see if you can still use your save). If you can't erase the save from inside the game, save files are found on "Documents\My Games\Oblivion\Saves", you can just delete them. For mods, well, I haven't played Oblivion, but for almost every game ever you can just erase the mod files manually. For Skyrim, I remember I used the "Nexus Mod Manager", so you can add/delete mods more easily through the program.
As a last resort, if you want a really clean install, you can uninstall the game, then delete the Oblivion folder in "Documents\My Games", and also delete any files that remain in the game's install folder - if it's a physical copy of the game, it will be on "C:/Program Files" or "C:/Program Files (x86)".
