Halo Wars 2? I'm not too sure. The only strategy game I really know about is Herzog Zwei, but that's because Mark explained it. Now, something combining military strategy and RPG I would think Valkyria Chronicles is the game you are looking for. I'm not very familiar with the DS library, so I wouldn't know.
