I have heard a lot about the bad acting in Turbo Grafix 16 CD games. I think it was Valis that hit your mark there. It was so bad, that it was good. I can't attest to it, since I never had a TG-16, but the crazy world of the internet talks about it quite a bit.

I would say Virtual Hydlide is another example. Cheesy FMVs and ridiculous digitized graphics, terrible ideas for enemies (bees) and all around terrible mechanics. It's so terribly bad that I am fascinated by it.

The voice acting in House of the Dead is so bad it's good. Same goes for Shenmue.

There are games out there that are so broken and poorly designed that they give players an unnatural amount of power and control, which can be a lot of fun. The Arcsys Hokuto no Ken game is a good example of this.

Superman and Magic of Scheherazade for the NES come to mind. They're iconic to me yet kinda dreadful. But the music is so catchy!

Good and bad are very subjective. If you guys are familiar with Ride to Hell, then you probably don't want that in your playlist any time soon, but games like that one and the ones directed by David Cage make some of the best LPs ever. So it also depends on what the players' purpose is.

By the way, isn't this the entire shtick behind EDF and the Musou games? They are awesome franchises, even though their games aren't exactly "good" - lots of glitches, barely functional AIs, budget graphics, repetition, almost no improvements between sequels... But then, they are both so over the top that they become lovable. As winnersdontusedrugs said, poorly balanced/designed games can end up being fun in their own ways.

Not at all. E.D.F. is not bad by any means. It is more like it os so good that it is awesome. Most musuo games are awesome. Although that is a genre better left with the Japanese. They are the only ones that know how to work those genres.
Bad that it is good is something like Cosmic Carnage. You guys are confusing terminologies here.
You are mentioning a lot of good games that are not bad in any way. Most bad games are in the AAA scene and are legitimately bad because they are boring. I just finished The Order 1886 and it is terrible. The same goes with Killzone Shadow Fall. They are just legitimately bad games.
For the most part besides technicalities like engine stuff, a good game is one that forces you to imagine stuff out of what is presented. A bad game is a game that shows you things that don't tricker your imagination, you just go with what you see, and therefore put you to sleep.
However there is something to be said about multiplayer. A game can be terrible and multiplayer can save it. If there is a formula to make a bad game good it is multiplayer.
