I looked this up on a few places, and this seems to be the comment I see frequently: The update “bricked” modded consoles are on Luma 10.2 or lower. That’s because in the 11.14.0-46x update (released late 2020) changed something in the PM module which results in the error screen. Update 11.17.0-50x also patched out several exploits. If you actively use a modded 3DS, then you probably have updated your mod, so you'll be OK. If not, an offline update will be necessary (through the SD card slot). I think this is the risk you take when you mod a system that still gets updates. I've read that the Wii U and the 3DS got their last updates due to EU law. Wallets can be linked until March of 2024, so there may be another update in the future. I think the updates are going to stop after that.
